218.19.X.X is listed on our Dynamic User List (DUL) because
the ISP to which the address is registered has informed us
that it is dynamically assigned or otherwise allocated to
end-users. Many ISPs have an Acceptable Use Policy (AUP)
or Terms Of Service (TOS) prohibiting servers on this type
of address.
Even if they do not, many operators of mail servers prefer not
to receive mail directly from dynamic addresses. They are
free to choose whose connections they do and do not wish to
accept. This does not imply that you are a spammer, though a
great deal of spam comes from zombied computers using similar
addresses.
