求助-----IP进入DUL该怎么办

我发往国外的邮件发不出去，有退信

在退信中提示的网址中发现我的IP在DUL中，
下面是我给该网站发邮件申请移除IP的回信  请问我现在该怎么办啊？？？

218.71.169.205 is listed on our Dynamic User List (DUL) because
the ISP to which the address is registered has informed us
that it is dynamically assigned or otherwise allocated to
end-users.  Many ISPs have an Acceptable Use Policy (AUP)
or Terms Of Service (TOS) prohibiting servers on this type
of address.

Even if they do not, many operators of mail servers prefer not
to receive mail directly from dynamic addresses.  They are
free to choose whose connections they do and do not wish to
accept.  This does not imply that you are a spammer, though a
great deal of spam comes from zombied computers using similar
addresses.

好象是因为动态IP所以给封了吧

但实际上IP是固定的啊  并且也做了反解哦

怎么办啊  怎么会检测成动态的呢
