SYMPTOMS
After you install Windows 2000 Service Pack 3 (SP-3), you may experience one of the following symptoms:
When you try to start Outlook Express 6.0, you may receive the following error message:
Outlook Express could not be started because MSOE.DLL could not be loaded.
When you try to open the Windows Address Book (WAB), you may receive the following error message:
An error occurred while attempting to open the WAB. Unable to find the WAB.DLL.
When you try to start Outlook 2002, you may receive the following error message:
The procedure entry point StrTokEx could not be located in the dynamiclink library MSOERT2.dll.
RESOLUTION
WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk. To resolve this issue:
Quit all Windows programs.
Remove Outlook Express:
Click Start, point to Settings, and then click Control Panel.
Double-click Add/Remove Programs.
Double-click Add/Remove Windows Components.
Under Components, click to clear the Outlook Express check box, and then click Next.
When the Windows Component Wizard has completed, click Finish.
Rename the Outlook Express folder:
Right-click Start, and then click Explore.
Locate the "C:\Program Files\Outlook Express" folder.
Right-click the Outlook Express folder, and then click Rename.
Type Old Outlook Express, and then press ENTER.
Delete the following registry keys:
HKEY_CURRENT_USER\Software\Microsoft\Outlook Express
HKEY_CURRENT_USER\Software\Microsoft\WAB
HKEY_LOCAL_MACHINE\Software\Microsoft\Outlook Express
HKEY_LOCAL_MACHINE\Software\Microsoft\WAB
HKEY_LOCAL_MACHINE\software\Microsoft\Active Setup\Installed Components\{44BBA840-CC51-11CF-AAFA-00AA00B6015C}
HKEY_LOCAL_MACHINE\Software\Microsoft\Active Setup\Installed Components\{7790769C-0471-11d2-AF11-00C04FA35D02}
Reinstall Outlook Express or install Microsoft Internet Explorer 6.0. Outlook Express is installed during the installation of Internet Explorer 6.0. To reinstall Outlook Express:
Click Start, point to Settings, and then click Control Panel.
Double-click Add/Remove Programs.
Double-click Add/Remove Windows Components.
Under Components, click to select the Outlook Express check box, and then click Next.
When the Windows Components Wizard has completed, click Finish.
