退信问题

从4月27、28号开始，我们的邮件发往国外（主要是德国和英国）的邮件老是有退信，如下：

有时退的信内容都不一样，请高手帮忙看看是什么原因，谢谢！

1和3是Delay了，你需要确定为什么出现Delay,如DNS，对方断开连接等
2是主机不可达，先用DNS解析，然后telnet测试下

最近，我在一个国际反垃圾组织（apews.org）上发现我们的IP被屏蔽了。
屏蔽时间也差不多，是五月底开始的。
我又没有此组织的联系方式，哪位老大提供一下联系方式或提供一下解决方案。谢谢！
