发到台湾的一个邮箱连接超时 关于一个telnet的问题

刚架设两个星期的MD（有固定IP的，并且不在spam 黑名单里）能正常收发几乎所有的邮件，除@msa.hinet.net（台湾的一个邮箱服务公司）外，发到此邮箱去的所有邮件都是连接超时，公司的防火墙ISA2004并没有挡住，看日志都是允许它通过的，说是对方拒绝连接，从而在MD上显示连接超时。不知道怎么办了，写信给台湾佬客服@msa.hinet.net他不回复。但用gmail等信箱就能在MD发送不成功的那个时段成功发到@msa.hinet.net。
MD和放火墙上的日志显示都能正常解析出那个服务器的MX 及其IP。但MD上总是说连接超时。
用telnet （msa.hinet.net 的MX IP） 25 连不通（在MD日志上显示是在连25端口）。但在我公司另一条没有固定IP的ADSL上此命令能连通（不知是偶尔还是长久，要进一步测试）。在第三条ADSL（同样没有固定IP）上此命令又不能通。
所以我想请问一下，如果对方的邮件服务器屏蔽了我的IP，那么用telnet IP 25还能通吗？
关于发送连接超时的问题，我在网上找了蛮久都没找到解决方法，希望学习MD的前辈或同学能不能给点提示，非常感谢。

从mail server上telnet 它的MX IP 25 无法连接。（此线有ISA防火墙,但是没有拦截）
从另外两条ADSL 上执行上述命令就可以连接。（此两条ADSL没有设防火墙）

自己还是找不办法啊。谁能帮帮我呢？

从提供信息上看，如果telnet 25都不通
还是应该从自己网络外出访问上找找原因，是否过滤了hinet
Winsock Error 10060 The connection timed out
一般就是连接故障，而并非对方拦截原因。
